The state governments could ban slavery as it is not prohibited by the constitution. Foremost among these were controlling slaves and assuring an adequate supply of slave labor. The new party attracted a broad range of voters, including many who were more concerned with economic development and freedom from competition with black labor than with ending slavery. Throughout the hemisphere, as Davis points out, black slaves were literally “treated like animals.” Legally, they were reduced to chattel, lacking both rights and a will of their own.
